Preheat oven to 350°F. Stir the soup, milk, soy sauce, black pepper, green beans and 2/3 cup onions in a casserole dish.
Bake in oven for 25 minutes or until the bean mixture is bubbling. Stir mixture and sprinkle with remaining onions.
Bake for an additional 5 minutes or until onions are golden in color.
